Franklyn Institute

Commencing as a university educator, our Founder, Shallon Mugabe, evolved into a mentor and role model for students aspiring academic excellence and prestigious employment. Transitioning to editing parliamentary proceedings, under Dr. Ann Mugunga’s supervision, Shallon mastered parliamentary practice, public management, and intentional growth.

Facing challenges when her supervisor relocated during her first senior role, Shallon navigated dark tunnels into public management and leadership. Joining YALI for growth, she certified as a Maxwell leadership facilitator and coach to bridge gaps for herself and others. Launching Franklyn, we illuminate paths for public managers to grow, offering a home for young leaders to find mentorship.

In 2017, a visit to Makerere University sparked the Learn2Lead initiative, reaching 200 students until 2019. In 2021, it transformed into the Public Management and Leadership Program, graduating 60 in 2022. Franklyn is a beacon, dispelling darkness and offering mentorship for aspiring leaders.

About the Institute

Franklyn Institute of Leadership and Public Management, a non-profit organization, is devoted to cultivating leadership skills among emerging leaders in the public sector and students. Our dedication lies in fostering transformational leaders capable of effecting positive change in the public sector. Emphasizing values-based servant leadership and innovation, our programs address the intricate challenges of society.
